Title:
User accounts lock button should show 'current' state instead

Status in GNOME Control Center:
  Invalid
Status in “gnome-control-center” package in Ubuntu:
  Invalid

Bug description:
In the user accounts settings, the lock/unlock button shows the state
"after" clicking the button. In my opinion this is misleading, as I
would expect it to "indicate" the current state. Instead show the
current state and change the text to "locked/unlocked".
