that's not a bug, the spinning cursor is just telling you that something
is loading and then restoring its shape

Title:
Ball shaped cursor while starting apps makes pointing hard
Status in “gnome-settings-daemon” package in Ubuntu:
Invalid
Bug description:
Binary package hint: compiz
I booted the live environment from an USB stick, using the
ubuntu-10.10-desktop-i386.iso
When I start a program from the menu or the panel (like Firefox) the
mouse pointer changes shape to the spinning ball.
While in that shape it is hard to click smaller items on the screen as
there is no point of the cursor.
For example resizing existing windows is next to impossible, as a
narrow area most be hit, but the pointer is a big ball and the user
does not see where the hotspot is , also the ball covers are that the
user is trying to aim at.
