With Firefox this works by dragging the favicon to the Bookmarks bar.
Has it ever worked with dragging the URL?

Bug description:
On attempting to add an url to bookmarks bar by dragging it, the
system freeezes for a few seconds and then resumes. Url will not be
added to the bookmarks bar. This bug affects chromium-browser and
firefox. Other browsers might be involved but was not tested.
