This was filed against the wrong driver package. -keyboard is no longer
maintained; keyboards are managed via the -evdev driver now.  However,
this isn't really an X issue at all, but more of a window manager
problem.  Bumping to metacity, although note that Ubuntu now defaults to
the Unity as the window manager, so you should re-test this against
current Ubuntu.

  Cannot move task bar (panel) after changing "movement key" in Window
  Preferences

Status in “metacity” package in Ubuntu:
  New

Bug description:
  If I switch my "window preferences" movement key to Super/logo (from
  Alt, the default?), then I cannot any longer change the location of my
  task bar / panel using either Super-left click/drag     nor     Alt-
  left click/drag.

  I guess I'd like the movement function for the panel to change with
  the movement key for other windows, ie it should move with the super
  key.
