I've tried recreating this bug with Lucid and was unable to, given the
information you've provided. Please either a) upgrade and test or b)
increase the verbosity of the steps to recreate it so we can try again.

Title:
  Cannot set default Location in Network Settings - Domain Name does not
  persist after reboot

Status in “network-manager” package in Ubuntu:
  Incomplete

Bug description:
  Ubuntu version: 8.04

  Using the Network Settings tool, if the user changes the domain name
  and reboots the OS, the domain name is blank.

  Steps to reproduce:
   - Navigate to: System -> Administration -> Network
   - Click on the Unlock button and enter your user's password when prompted
   - Navigate to the General tab and enter a domain name under: Host Settings 
-> Domain name
   - Using the tool, save to a Location and click on the "tick" button to make 
it currently usable
   - Reboot the OS and navigate to the Network Settings tool again

  After the previous steps, you will notice that the previously set
  domain name has disappeared. This appears to be because even though
  the user has set a Location, there is no way of setting a default
  Location in the tool.

  This bug should be addressed as the only workaround seems to be selecting a 
Location every time the user reboots the OS. Considering that this is present 
in the current LTS release 8.04, where the OS is marketed as an 
enterprise/corporate OS, this should not be deemed as an acceptable action that 
every user must perform every time they log on.
  If this is an upstream bug, please indicate this and what steps must happen 
for this issue to be addressed.
