Title:
Don't try to change background based on every user's wallpaper at
  system start

Status in Light Display Manager:
  New
Status in “lightdm” package in Ubuntu:
  Confirmed

Bug description:
At system start, when LightDM automatically places the user selection
at the user who logs in the most (or logged in last, I don't know), if
there's a list of users, LightDM goes all the way till there rapidly
changing background for each user it passes over. This seems to make
LightDM lag and also creates a confusing first look.

  Running Ubuntu 12.04.
