Bug description:
Binary package hint: network-manager
this bug is similar to others reported, such as #289584, except networking is
disabled forever after a resume from hibernating.
It seems:
NetworkingEnabled is set to "false" in
/var/lib/NetworkManager/NetworkManager.state
and unless changed to true manually, networking never works again, no
matter the amount of reboots or options changed, and no option to re-
enable networking appears in the network manager applet...
