This is fixed now, there is a spinner in the top-right in precise that
will activate when webpages are loading.

  Show an activity indicator when response to user action is from an
  external resource

  Fix Released

Bug description:
  Some actions in the software center result in the client fetching an
  external web page (e.g. going to the payment service to make a payment
  and from there to the paypal site to complete a payment).

  When the user is on  a slow connection it can be several seconds
  between starting the action and any visible result. It looks to the
  user like nothing has happened. For external pages an activity
  indicator could be shown (similar to the browser spinner) to indicate
  that *something* has happened and their request has not been ignored.
