I can confirm this bug on Oneiric 11.10, evince 3.2.1-0ubuntu2.2 When I try to load the pdf via evince on the url in terminal it will reload and re-download the document multiple times in rapid succession. I also see some errors reported in terminal:

It appears to taper off after the first minute or two of having the document open. Sorry for the ambiguity but the behavior is not consistent.
