Firefox 10.0.2 and Ubuntu 10.10 user. Same issue - every once in awhile the bookmarks will not allow drag and drop.
I just discovered that (on my system at least) the bug can be initiated by visiting Pandora radio for some reason. Perhaps it's something to do with Flash player? 3 times I reproduced same results: drag and drop works fine and then the instant you visit Pandora it suddenly stops working. It's one of those bugs that crops up seemingly randomly - so perhaps being able to reproduce it on demand can help nail down what's causing it...
