I'm not saying there can't be a bug in Evolution, but it *does* appear
to work in the majority of cases. Adding delays based on other delays is
not the right way to fix such an issue as the one you're seeing, because
what this will likely cause is add unnecessary delays for users that
don't need it.

Please, attach /var/log/syslog in its entirety to this bug report, as a
file; this will include NetworkManager logs and will allow us to look
into what might be happening. Evolution uses NetworkManager to figure
out whether it's online or not; if this error shows up it probably means
NetworkManager tells it it's online when that's not entirely the case,
which means there is likely something to be fixed -- in NetworkManager,
not in Evolution.

Title:
delay establishing connection, affects Evolution's network access

Status in “network-manager” package in Ubuntu:
  Incomplete

Bug description:
And 3 of 2) I use a laptop computer, as you can tell
from the extra data. Other computers also use a sleep mode.
Every time I wake the computer evolution reports, paraphrasing---
"HORROR HORROR HORROR I CANNOT CONNECT TO THE INTERNET". The cause:
evolution is so pushy about updating mail that it cannot wait for the
wireless to do its job and connect to the internet. You CAN fix or
reduce this by checking that if time exceeds the update interval by a
half hour or more then wait an extra minute before trying to use the internet.

In general, this is a bigger problem and can distinguish linux from Microsoft
products.
Have you ever been to a conference where you/they try to set up a "power
point presentation" so you turn on the conference room computer and you need
fast access to your network file system but you don't get it because oh, the
virus database has to update, and oh, windows needs to report home for updates.
These are much higher priority than what the user actually wants. Well, I've
attended/presented a lot of meetings like that. It sucks. It wastes peoples'
time.
