Initially, the nm-applet was not able to manage my wi-fi device (eth1). As a workaround, I installed wicd from the Ubuntu Software Centre and uninstalled network-manager via the terminal $ sudo apt-get remove network-manager Later, I decided I wanted to try and debug my issue with network-manager. I uninstalled wicd and re-installed network-manager $ sudo apt-get remove wicd $ sudo apt-get install network-manager $ sudo apt-get autoremove Before restarting, I checked /etc/network/interfaces and found eth1 listed there. The NetworkManager website says that devices listed in /etc/network/interfaces are not managed on Debian and Ubuntu, so I commented out the lines for my device and rebooted. After logging in, I noticed that the nm-applet was now able to list nearby networks, but some networks were greyed out. I suspect the greyed out networks were using WPA authentication while the rest of the networks were either WEP or unsecured. (This card does support WPA/WPA2, however). I clicked on the option "Create a new network", and then network manager (and the applet?) crashed. After that, I tried $ sudo iwlist scan which worked as expected. Then I tried $ iwconfig eth1 essid <my network> Error for wireless request "Set ESSID" (8B1A) : SET failed on device eth1 ; Operation not permitted.
