No longer able to connect to VPN after upgrade to Precise

Bug description:
I just upgraded one of my laptops from 11.10 to Precise bits.
Afterwards, I discovered that I am no longer able to connect to a
configured VPN, which means it's now impossible for me to do some of
my work from this machine.
Under Oneiric, I had installed Cisco OpenConnect and also OpenVPN.
(OpenConnect is only needed to provide the certificates for the
connection). I had configured a VPN connection to a remote lab and
when I opened the NM menu, if I clicked on 'VPN Connections', the
submenu would display my configured VPN then the options for
'Configure VPN' or 'Disconnect VPN'.
Today I upgraded to Precise, and now I am no longer able to connect to
the VPN.
Now, if I open the NM menu and go down to 'VPN Connections', the only
options available are 'Configure VPN' and 'Disconnect VPN'. I can
click on Configure to open the configuration tool and there I see my
VPN, and all it's settings are still there and correct. but Network
Manager no longer provides me any means to actually connect to that
VPN.
