- use set_icon_full() with "Keyboard" as a11y description (lp: #740726)

Bug description:
Recent additions to the app indicator API allow applications to set
accessible/icon descriptions for indicators. It would be useful if the
many indicators that gnome-settings-daemon uses were extended with
accessible/icon descriptions.
