Binary package hint: unity

When one has multiple windows of the same application, clicking on the
launcher item will expose the windows of that application, allowing the
user to pick which one to focus. The expose also includes any minimized
windows.

However, if ALL of the windows of an application are minimized, then
clicking on the launcher icon does not yield an expose; rather, it
restores the last-minimized window of the bunch. Only after restoring
that window can the user click once again on the icon to activate the
window picker.

Even if all the windows are minimized, the window picker should activate
when clicking the icon so that the user may choose which window to
restore, just like any other multi-window circumstance.
