I installed unity and removed unity-2d, now the panels work correctly.
After talking with didrocks, it looks like this bug is local whereas
lots of people in the community haven't reported any problems with the
same version of unity-2d. So, I'm setting the status of this bug to
invalid.

After upgrading from unity-2d 5.6.0-ubuntu1 to -ubuntu2, my desktop
has no more panels; there is only a bare desktop.
Please forgive the brevity of this message, I'm having to run apport-
cli from the console and use w3m to report this bug.
