Ok, as noted earlier - this shortcut is no longer valid (I noticed Firefox 
still uses it, but it's not by design). Please use Alt + F10 instead.
So I'm marking this bug as Invalid as well.

  F10 does not open the application's menu correctly

Bug description:
  When pressing F10 in any application, the application's menu appears
  and the disappears as soon as the key is released.

  Steps to reproduce:
  1. Open Firefox
  2. Press F10 and keep it pressed
  3. The application's menu appears in the top panel
  4. Release F10
  5. The application's menu disappears

  Expected behaviour:
  The application's menu should stay open after F10 is released to allow the 
user to navigate through the menu using the keyboard.
