Title:
Shortcut (F1) to start help browser does not work

Status in “gnome-settings-daemon” package in Ubuntu:
  Confirmed

Bug description:
I see this on yesterdays daily Precise iso: when I press F1, nothing happens.
I'd expect it to lauch the system help browser, yelp.
The shortcut for this under the Shortcuts page of the Keyboard panel is not
set, setting it there solves the problem.
