This seems to happen when too many scroll events get queued up. Perhaps we can prevent too many scroll events from getting queued. Scrolling in more normal usage doesn't cause this, so it probably isn't worth trying to fix that when we really need to focus efforts on moving away from the step-wise scrolling, which would also fix this.
