This bug was originally fixed with the following patch:

The bug was then reintroduced in the following commit:
http://launchpadlibrarian.net/81117894/gtk%2B2.0_2.24.6-0ubuntu2_2.24.6-0ubuntu3.diff.gz
This bug leads to mate-panel, panel-applets, and X eating up 100% CPU.
This bug affects gtk+2.0 2.24.6-0ubuntu3 and higher.
