Bug description:
In other icons (BFB, Trash, Expo and Device) the QUIRK_RUNNING flag is
set to false. This makes the icons looks transparent when backlight
mode is 'backlight toggles'.
In DesktopLauncherIcon, however, the RUNNING flag is set to true. This
makes the icon looks ugly (see screenshot).
