Title:
Links in man pages to other mans do not work

Bug description:
Binary package hint: yelp
When I open man page for ifconfig in yelp, at the end of the page I
see references to ipchains (8) or iptables (8). These references are
in bold font. However when I click these, nothing happens. I expect
that clicking these references should open corresponding man pages —
that would be so convenient!
I'm using Ubuntu 10.04 Lucid Lynx. Yelp version is 2.30.0.
