Bug description:
As per design specs, opening the Dash should exhibit the following:
- Dash should be tinted with the predominant colour of the wallpaper
- Panel should be tinted with same colour
- Launcher should be tinted with same colour (also see bug:750358 which
incorporates desaturation of the Launcher icons)
