This is the intended behavior. The desktop is supposed to be common
across all workspaces, since there's only one desktop folder.

  Desktop shortcuts are always created in all workspaces

Status in “unity” package in Ubuntu:
  Opinion

Bug description:
  * use case
  - open firefox webbrowser
  - go to www.ubuntu.com
  - make sure the webbrowser is NOT full screen
  - create shortcut to ubuntu site: click ubuntu icon in hyperlink and drag 
this to the desktop.
  - look at you workspaces by pressing super+S

  * expected behavior
  the shortcut to ubuntu.com is only created in workspace 1

  * current behavior
  the shortcut to ubuntu.com is create in all workspaces (workspace 1 to 4 )

  * extra information
  - sometimes the shortcut can only be created if you hover the dragged 
hyperlink 2 seconds above the desktop before letting go.
  - the current behavior does not allow different workspace desktops. All 
hyperlinks are shared.
