Bug description:
bzr1945
1. right click on desktop and click 'change desktop background'
2. select any wallpaper you like to change the desktop background
What happens:
the gnome-control-center window lose focus and also the panel shadow is lost
What should happen:
neither panel should lost shadow nor the focus be lost from control center
window.
