Title:
Maximized window when pulled from indicator bar does not maximize
properly when immediately reattached

Bug description:
Happens in: Ubuntu 11.10 Oneiric
Steps to Reproduce:
1) Start with a maximized window.
2) Grab the window from the indicator bar.
3) Drag down to un-mazimize the window. Do NOT let go.
4) Bring the window back up to the indicator bar. Notice how it 'snaps' back
with the indicator as it's title bar and maximized.
5) Keep dragging upwards until the maximize orange box notification thingy
shows up.
6) Let go.
What happens:
The window is maximized independently of the indicator bar, meaning the title
bar is not combined with the notification bar
What should happen:
It should maximize with title bar integrated with the notification bar.
