The release upgrades are handled specially, this is why its not appearing
there. But I agree that it would be
useful to show the summary of the changes in software-centers history too.
For the technical details: /var/log/apt/history.log is probably not
updated properly by the release upgrader.

Bug description:
I upgraded to 12.04 on 14.3:
UpgradeStatus: Upgraded to precise on 2012-03-14
However software center shows only about 30 updates on that day (I checked a
few and those seems to be 12.04 updates).
There is updates and installations after 2012-03-14, but no removals.
Although I'm pretty sure that 12.04 has also removed some packages.
