Bug description:
Hi, this is quite easy to get when you use touchpad.
Steps to reproduce:
1. Launch slow app, like USC, and whili it is launching drag icon, or move
launcher icons down or up
2. Icon will froze
3. By dragging icons in launcher, you can unfroze icon
