Misleading placement of 'Launcher placement' and 'Sticky edges'

Bug description:
The placement of the options 'Launcher placement' and 'Sticky edges' is
misleading, as they are grouped with other *per-display* options such as
Resolution and Rotation.
As these options globally affect the entire display setup, they should be
separated from the per-display options.
The suggested solution is shown in the attached image
'globalOptionsPlacement.png'
Following the 'Rotation' drop-down list there is a vertical gap of 12px.
There then follows a 2px wide rule, #B8B8B8 RGB(184, 184, 184) for the top
colour and #FCFCFC RGB(252, 252, 252) for the bottom colour. If there is
already a separator widget which provides this type of appearance, it can be
used instead.
Another vertical gap of 12px follows the rule, followed by the 'Launcher
placement' drop-down list.
