Dash and Launcher - As soon as a user starts dragging a file from the

Bug description:
If the Launcher is already open, as soon as a user starts dragging a
file from the Dash, there is a 'flicker' before the Launcher icons
that are valid drop receptacles re-saturate. All the icons in the
Launcher re-saturate briefly, before switching off leaving only the
valid drop recepticals illuminated. Also the illumination should fade
in (and out) over 100ms, not switch on instantly.
Desired Resolution:
- Only the icons that are valid drop recepticals should illuminate. Icons
that are not valid drop recepticals should not flicker.
- The illumination of the valid drop recepticals should fade in (fade lasting
100ms)
- The tinting of icons that are not valid drop recepticals should not change
in any way (currently they loose their tinting when a drag starts)
