Yes. Changing languages is now successful. I am now using Hebrew in my personal user account, the same user account in which I filed the report, and yes, like the report says, it is under default Ubuntu ecrypts encryption. Some more analysis of what I remember, trying a different user, which is not in an encrypted home, did NOT have this issue. Unfortunately, I did not remember if I tested a different, encrypted home, user.
