What brand of laptop is this on? I strongly believe this is more likely
to be an issue with the wired driver atl1c than with NetworkManager, I'd
like to test this in lab.

What ought to be verified is to disable network-manager from starting on
boot in this case, and see if the wired device is usable. If not, see if
doing an rmmod of the atl1c driver, followed by a modprobe of it will
put the device back into a working state. If that's the case, then this
is an issue at the kernel level with the order the modules are loaded.

  1. Install Precise, and power the system off
  2. unplug the cable
  3. Boot and login
  4. Plug the cable

  EXPECTED RESULT 
  Cable is detected and link comes up

  ACTUAL RESULT
  Cable is not detected. Disable/Enable networking works around this issue
