Title:
Scrubbing from the indicators on one screen onto another does not show
the menubar.

Bug description:
I have two screens in 1920x1080. The left is horisontal and the right
is vertical, but I don't think orientation is relevant. I click to
display the indicators on the left screen and move the pointer to the
right and "scrub" the menus. If I keep moving it, then I will display
the menu for the application that has focus on the screen to the
right. But the panel will not display the applications menubar. It
still displays the title. To see the menubar, then you have to click
the menus away, then click the application window to give it focus,
then move back to the panel and right click again.
So this is really two different issues. A) the panel doesn't switch
from title to menubar and B) clicking the menu away doesn't focus the
perceived target of the action.
