Title:
  Smooth scrolling does not work with Logitech smooth scroll wheel

Bug description:
  Smooth scrolling recently landed in Gtk3, and the feature is working
  well with the synaptics trackpad on my laptop computer.

  I tried it with a Logitech Performance MX mouse, which has a smooth
  scroll wheel. With that mouse, as before, scrolling is only happening
  in large increments after turning the wheel a large amount. Somewhat
  of a shame, because it would be amazingly excellent if smooth
  scrolling worked with this kind of mouse.
