  Dragging a file/folder in Icons/List views scrolls the window instead

Bug description:
  nautilus 1:3.3.92-0ubuntu2, Ubuntu Pangolin

  1. Open a folder in Nautilus.
  2. Try to drag a file or folder anywhere -- e.g. onto a bookmarked folder, or 
an application in the launcher.

  What happens: The entire folder pane scrolls around.

  What should happen: The file or folder is dragged.

  This problem happens in Icons view and List view, but not in Compact
  view.
