after changing something in the network control panel

Bug description:
I have a notebook connected to a WiFi network which needs a VPN to be
fully operative. When I start the session, the notebook connects fine
to the WiFI network and the network indicator reflects this fine.
However, when I go to this indicator to enable OpenVPN, the menu of
the indicator only shows two entries, the option to enable/disable the
network, and the option to enable/disable WiFi.
Only after enabling OpenVPN through the network control panel, the
indicator menu shows all the usual options, including OpenVPN.
