This is taken care of in recent releases of Ubuntu, and gdebi does the
job in Maverick afaik. So, I'll mark this one as fix released.

Bug description:
Binary package hint: software-center
1. Install Ubuntu 10.04.
2. Upgrade to Maverick.
3. Double-click on a .deb file.
What happens:
* gdebi opens to display the package.
What should happen:
* Ubuntu Software opens to display the package.
* gdebi should have been uninstalled by the Maverick upgrade process.
