This is so putting the cart before the horse. I only play an operating system expert in the funny online news pages, but the last place a driver belongs in the hypervisor. It's a hypervisor, It's not a meta-operating system. Oh. and "met-operating systems?" That's a lousy idea too. Someone needs to re-read their copy of Tannenbaum's Modern Operating Systems.
