As `Configuration` is a super class for `YarnConfiguration`,
`Configuration` is not needed by WebApp server, it may use `YarnConfiguration`.
Please simplify code to avoid creating multiple Configuration/YarnConfiguration
objects and reading .conf files multiple times.
