Bug fixes for AbstractFileInputOperator:
1) Negative values for maxRetryCount, scanIntervalMillis & emitBatchSize
parameters should throw the IllegalArgumentException
2)filePatternRegexp property should be applied to the file name instead of the
input file's absolute path.
