If you only want a different look you can change the style template manually or base your document on a template with adapted styles. There are paragraph styles for the different levels of the TOC. (german "Standard-Verzeichnis-..." and "Überschrift-Inhaltsverzeichnis Überschrift" in the hierarchical view of the navigator) These changes can certainly be changed by API, the Developers Guide shows how to.
