I'll answer myself for the benefit of subscribers and archive.

I was offered commit/PMC membership to APR which I have accepted. So I
guess "someone" will be me, however now I have to review the 19MB diff
myself... To warm up I'm going to make some other minor changes to verify
I'm not messing up completely. This might take a while but I'll get to the
update eventually :-)
