Thanks, I think that's reasonable. There is a long-running argument in the IETF 
that both the idea of link-local addresses and the syntax chosen to indicate 
them are bad, so browsers have chosen not to implement.
APR is in the middle ground where it is reasonable to implement them for some 
callers.

I am almost tempted to suggest an #IFDEF or boolean feature parameter, but I 
just don't care enough about either choice to make a mess of the API.
