Module cocoon-expression-language-impl depends on cocoon-pipeline-impl only for
one class:
org.apache.cocoon.xml.NamespacesTable
I'm going to create new module, cocoon-xml-util and move this class there. I'm
sure other utility classes could be moved to this module in the future.
