All committers have write access to all repos (unless something has gone wrong somewhere).
For new committers, make sure you've read through: https://github.com/apache/cordova-coho/blob/master/docs/committer-workflow.md If you have used your apache credentials with the https://git-wip-us... repos and it doesn't work, then that's a bug.
