I don't think we will be accepting this. Only a single-platform change,
setting to an arbitrary bit rate. At a minimum, this would have to be a part of
the spec across all platforms, with changes to all platforms.
Furthermore, this plugin is based on the media capture API:
https://www.w3.org/TR/html-media-capture/
That should be the starting point for these kinds of changes :)
