There is an equivelent in SVN where you can enable replacement of arbitrary symbols however I am +1 in removing it completely.

@since tags also exist in the code. But they refer to Framework versions which really does not make any sense. I assume that these should also be changed to refer to the version of the current sub project?
the obvious answer is that these should be changed to whenever the stuff was introduced. If we don't know that, I don't think we should remove them. Going through cvs to figure out the correct @since can be a pain in the ****...
