iPojo component is made available regardless of exception during validate

i have a ipojo compoment which tries to create a resourcebundle in its validate
method. this fails as the appropiate properties file is not available. in my
expectation my compoment should not be made available by ipojo. however the
component is made avaiable. later accesses to the component fail as the
component is not fully initialized.
