The Declarative Services Components page optionally displays a link to the
Configuration page if the component can be configured. This requires the
Configuration Admin or Metatype Service and their API to be available. If the
services are not available or the API cannot be bound, the component shold
still be shown but the configuration link be ommitted.
Currently the complete DS Components page is not shown if either or both of
Configuration Admin and Metatype Service API packages are missing.
