If I have the following bundles installed via a configured felix fileinstall
directory:
fragment-host
fragment (imports package1)
bundle (exports package1)
If I delete the jar for "bundle" from the directory (uninstalling it), and add
a newer version of the same jar (also exporting package1), the "fragment"
bundle goes to "INSTALLED" state, and the "fragment-host" is never refreshed.
It seems like the desired behavior would be for fragment-host to be refreshed
in this case.
